Under a new ADU, the foundation carries more of the long-term risk than anything built above it. In a mountain-edge setting such as Sierra Madre, a slab or footing has to cope with heavy runoff after a hard storm, soil that dries out in hot spells and, if the lot slopes, ground that is not level. We size that base first, then fit the unit type to it.

Footings, soil and water

A garage conversion keeps an existing slab, so we test whether it is thick and level enough and whether moisture is rising through it. A detached or attached unit gets new footings, and their depth follows a soils report when the reviewer asks for one. If the lot slopes, a stepped footing or a short retaining wall may be needed. Runoff is handled with gutters, a perimeter drain where the soil holds water, and downspouts led to a safe outlet. A JADU rests on the foundation of the main house, so only its plumbing trenches touch the ground, which keeps that option simple below grade.

Ember rules and the city review

Some parcels in Sierra Madre fall within mapped fire hazard zones. Building on one of those lots can bring ember-resistance rules: a Class A roof, vents that block embers, sealed eaves and siding that will not ignite. The building department of the city reviews the plans against state ADU law and its own zoning code, then inspects the work from footing to final. We submit the soils findings, the drainage layout and the fire details as one package, so the reviewer can see how the base and the shell were planned together. The unit is ready to occupy when the last inspection passes.
