Temple City is an incorporated city, and its own building staff review and permit an ADU on a lot inside the city limits. Their check runs the drawings against state ADU law, city zoning standards and the building code. We read the parcel record first to make sure the address really falls in Temple City, then draw whichever unit type the lot can support.

What plan check looks at

Setbacks come first: the reviewer measures a detached unit's distance to the side and rear property lines, checks height against those setbacks and confirms the space kept from the main house. An attached unit needs a fire-rated wall or floor assembly between the two homes and an entry of its own. A converted garage is looked at for the condition of the existing slab, the clear height inside and windows large enough for emergency escape. A JADU must include an efficiency kitchen and a separate exterior door. Structural and energy calculations go in with the plans, and each comment is answered on revised sheets until the permit issues.

Inspection visits through the final

After the permit is issued, inspectors come out at set points: footings before concrete is placed, framing with rough plumbing, wiring and ductwork exposed, insulation, and drywall nailing when the city asks for it. The sewer lateral and any added meter are looked at when they are tied in. At the final visit the inspector checks smoke and carbon monoxide alarms, fixtures and the exterior, and the unit can be lived in once that visit passes. San Gabriel, Arcadia and El Monte are separate cities with their own reviews, so a parcel on the far side of a line follows that city's process.
