Why overhead service lines are the first check on a Toluca Lake ADU visit, how they shape each unit type, and how LADWP and LADBS enter the plan for the lot.
Before anything else on a Toluca Lake visit, we look up: the overhead service drop and any utility wires crossing the yard set clearances that a new roof cannot break. A detached unit placed under a line may have to move or stay lower, and an attached unit can force the service drop to be relocated. That reading goes onto the lot drawing with the setbacks before any unit type is sketched.
Lines overhead and what they change
Where wires cross the planned footprint, LADWP, the utility for City of Los Angeles addresses, decides whether a line can be raised, rerouted or put underground, and that work is arranged through them. A garage conversion keeps its existing roof height, so it often avoids the question unless new roof framing is added. A JADU sits under the main roof and leaves the service drop where it is. If the panel needs more capacity for a second dwelling, the same conversation with the utility covers the bigger service, so both changes are planned together.
Sewer, slab and plan check
Down at ground level, we locate the sewer cleanout, work out the fall a gravity line would need from each candidate spot, and look over the garage slab. Toluca Lake addresses are permitted through LADBS, and the plan checker there confirms setbacks and separation from the main house. The same LADBS counter takes plans from Valley Village, Studio City, North Hollywood and Sun Valley. Burbank and West Hollywood run their own permit offices, and an address close to either city gets its parcel record pulled to settle which office reviews it.
